The Centre for Policy Dialogue (CPD), in collaboration with the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ), Bangladesh has developed an interactive flowchart which graphically describes the process of setting up a factory in ready-made garments (RMG), leather, food processing and pharmaceutical industries. The flowchart will include the responsible authorities for issuing the license or certificates for the factories and establishments, and the inspection and re-inspection process of the responsible authorities. These include institutional and operational issues such as building permits, fire-safety licenses, environmental clearances and renewal of licenses, auditing and occupational health and safety (OSH). Moreover, such a flowchart could use for creating linkages with different service providing agencies related to different social and environmental compliances.
The institutional and legal set up required for starting factories according to the domestic legal system and various public stakeholders are important issues that need to be informed by both the concerned stakeholders and the entrepreneurs. The map can be used by different stakeholders (private and public entities, business man, entrepreneurs, domestic and foreign investors etc.) as per their requirements.
